Italy’s march to war now seems unstoppable. Today parliament meets again. It has already ratified Salandra’s plans for war. Now it votes emergency powers to the government, giving it the power to rule by decree.
War is still undeclared but now, finally, the army begins to mobilise. Reserves are called up and units begin to move towards what will soon be the frontline. But the army will not be ready for action any time soon. The army is not prepared for a fast mobilisation. Cadorna, the chief of staff, predicts that it will be some 23 days before the army is fully mobilised. Austria-Hungary has some time yet to prepare for the onslaught.
